The City of Lake Oswego requests competitive proposals from qualified and experienced general contractors (Proposers) to construct Work Order #305 – Lake Oswego Recreation and Aquatics Center. Lake Oswego Parks and Recreation Department, with the participation of the Lake Oswego School District No. 7J, seeks a general contractor to build a 64,200 sq. ft. Recreation and Aquatics Center. It will include a warm water recreational pool, a 25-meter stretch competition swimming pool, gymnasium, classrooms, exercise rooms, and offices for Department staff. The project is to be located at the Lake Oswego Municipal Golf Course (17525 Stafford Road). The Center is designed by Scott Edwards Architecture, LLC. The project will include all site work and select public improvements. The construction budget for the project is $29.7 million.
A Mandatory Pre-Proposal Meeting will be held at 10:00 AM, local time on October 25, 2022 in the Willow Room at the City of Lake Oswego Maintenance Center, 17601 Pilkington Rd., Lake Oswego, OR 97035. A project site tour will be conducted after the Meeting. Proposals will be accepted only from Proposers attending the Mandatory Pre-Proposal Meeting. If a Proposal is submitted by a Proposer having not attended the Mandatory Pre-Proposal Meeting, it will not be accepted and will be returned unopened.
Deadline for Submission of Proposal: November 15, 2022 at 2:00 PM To download the Solicitation Documents, and to receive all notifications, addenda, and view the Planholder’s list, a person or company must create an account and add its individual name or company to the Planholder’s list at http://www.ci.oswego.or.us/bids/. If you have website questions concerning this invitation, please call Brenda Falson at 503-697-6521 bfalson@ci.oswego.or.us . All questions pertaining to this Request for Proposal, including any request for an explanation regarding the meaning or interpretation of drawings, specifications, or other documents must be submitted directly through the City’s Bid Management System, 13 calendar days prior to the due date. Explanations shall be made through the City’s Bid Management System and shall be furnished to persons who have registered as plan holders. Oral explanations and comments shall not be binding. Any clarifications or revisions will be addressed and issued in addenda; the City must receive requests for changes in writing through the Bid Management System only 13 calendar days prior to the deadline for submitting proposals. Responses to questions received after this date will be at the discretion of the City.

Points will be assigned based upon the Price Proposal Total. Price Portion of a Proposal shall be scored as follows: 1. The lowest Price submitted by a Proposer: Proposer will be awarded 400 points. 2. Other Price Portions of Proposals: Each Proposal’s Price shall be calculated as a percentage difference from the Lowest Price Proposal, rounded up or down to the nearest whole percentage, and then multiplied by 400 points (rounded to the nearest whole number). Example: If Lowest Price Proposal is $100 and next Lowest Price Proposal is $200, then $200 - $100 equals 100/200, which is 50%, deducted from 100% equals 50%, so points awarded is 400 points x 50% = 200 points. |
