Request for Proposals for the Construction of Boones Ferry Road: Oakridge Rd/Reese Rd - Madrona St




Project Estimate: $17.5 - $18.5 Million

The City of Lake Oswego requests competitive proposals from qualified and experienced general contractors (Proposers) to construct Work Order 183 – Boones Ferry Road: Oakridge Rd/Reese Rd – Madrona St.  This is a multi-year construction project on a major arterial roadway in Lake Oswego.

The majority of the project will reconstruct and improve the entire roadway section from south of Madrona Street to north of the Oakridge/Reese intersection and includes a new signalized intersection at Lanewood Street.  Roadway reconstruction and improvements will include a new roadway section, improved drainage and stormwater quality facilities, new and upgraded traffic signals, mid-block pedestrian flashing beacons, crosswalks, street lights, sidewalks, traffic signs, bike lanes, left turn lanes, center medians, landscape features, and undergrounding utilities. 

This RFP is an alternative contracting method allowed under ORS 279C.335 authorized by the City of Lake Oswego City Council, acting as the Local Contract Review Board, on November 6, 2018, per Resolution No. 18-47.

A Mandatory Pre-Proposal Meeting will be held at 9:30 AM, local time on March 19, 2019 in the Pilkington Room at the City of Lake Oswego Maintenance Center, 17601 Pilkington Rd., Lake Oswego, OR  97035. A project site tour may be conducted after the Meeting.  Proposals will be accepted only from Proposers attending the Mandatory Pre-Proposal Meeting.  If a Proposal is submitted by a Proposer having not attended the Mandatory Pre-Proposal Meeting, it will not be accepted and will be returned unopened. 

All Solicitation Documents may be reviewed and examined online or at the City Engineering Department, 3rd Floor, Lake Oswego City Hall, 380 A Avenue, Lake Oswego, Oregon, 97034 between the hours of 8:00 AM and 4:00 PM, Monday through Friday, except legal holidays.

Any clarifications or revisions will be addressed and issued in addenda; the City must receive requests for changes in writing ten (10) days prior to the deadline for submitting proposals.  Responses to questions received after this date will be at the discretion of the City.
