Request for Proposals - Public Engagement Services for Library Visioning

Summary:

The City of Lake Oswego is seeking proposals from qualified firms to develop, provide recommendations, and implement a public engagement process regarding the future of the Lake Oswego Public Library facilities, programs, and services. Engagement process shall include public outreach, stakeholder engagement, and communications plan related to the engagement process and outcomes.

The Request of Proposal is for work to complete public engagement process and findings presentation, with all work completed no later than June 30, 2023. Proposal shall include proposed timeline for a successful and effective engagement process.

The ideal Proposer will bring:

• Experience with public outreach and engagement processes
• Experience in successfully engaging historically marginalized communities
• Experience working with local government elected and appointed officials and local government executive teams
• Experience with informing strategic plans and strategic investments in local government facilities and services

Proposal will be evaluated on the recommended approach of the different task categories presented in the scope of work, including outline of a public engagement strategy, outreach methodologies and tactics for connecting with hard-to-reach populations, proposed timeline, and communications methods.

An Optional Pre-Proposal Conference will be held virtually on August 4, 2022, 1:00-2:00 PM. No statement made at the pre-Proposal Conference shall alter the Scope of Work or solicitation process; any changes shall be issued by written addenda. Interested persons shall email RSVP to Nell Diamond ndiamond@lakeoswego.city by noon on August 3, 2022. WebEx meeting invite will be shared once RSVP is received. 

Deadline for Submission of Proposals: August 12, 2022 at 4:00 PM. Submissions received after this time will be considered non-responsive and will be returned without review.
