South Shore 2 Wastewater System Pipe Replacement

COST ESTIMATE: $400,000 - $500,000

SCOPE OF WORK: Approximately 360 linear feet of sanitary sewer replacement, 95 linear feet of sanitary sewer lateral replacement, 2 new clean outs,  2 new sanitary sewer manholes, 45 feet pipe abandonment, connections to existing manholes and piping, mainline and lateral line video inspections and testing, bypass pumping, sewer lateral/clean out locates, pavement, sidewalk, curb and landscape restoration, erosion control, traffic control and other work as defined in the Bid Documents.

COMPLETION: Project Substantial Completion shall be June 30, 2022 and Project Final Completion shall be July 28, 2022.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT:  This project is subject to Oregon minimum wage rate requirements of ORW 279C.800 through 279C.870.

HOW TO SUBMIT BID:  In effort to minimize the spread of COVID-19, Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time.  Submit electronic (PDF) bids to Project Manager Stefan Broadus at, with subject line: “CONFIDENTIAL – Bid WO 303: South Shore 2 Wastewater System Pipe Replacement Work,” and email address for conformation to bidder of City’s receipt.  Bidder may also verify receipt by phone: 503.635.0267.  Bids will not be accepted after the Bid Closing Time.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent (10%) of their Bid.

BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, Tuesday November 23, 2021.  In effort to minimize the spread of COVID-19, the Bid Opening will be accessible to the public online or telephone conference but will NOT be open to the public to physically attend.  Bidders and interested persons may attend the Bid Opening by viewing online ( and/or by telephone conference (1-408-418-9388, meeting number 969 050 063).  Accessibility concerns? The City will investigate and determine the qualifications of the apparent low Bidder as part of its evaluation of the lowest responsive Bid.

Because the City’s estimate of contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 p.m. local time, on the date for receipt of Bids.  The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same email address as the Bid, with subject line: “FIRST TIER DISCLOSURE – WO 303: South Shore 2 Wastewater System Pipe Replacement Work.”
