South Shore 2 Wastewater System Rehabilitation


Invitation for Bids

Bid Closing Time: 2:00 p.m., local time, April 12, 2021

Cost Estimate $1.4 - $1.5 Million

SCOPE OF WORK: Approximately 3,400 linear feet of CIPP sanitary sewer main repair, sanitary sewer lateral rehabilitations, 85 vertical feet of manhole rehabilitations, 11 CIPP sanitary sewer main sectional repairs, 95 linear feet of lateral replacements, 67 new clean outs, 360 linear feet of open cut sanitary sewer, 2 new manholes, mainline and service line video inspections, associated sanitary sewer inspections and testing, bypass pumping, sewer lateral/clean out locates, pavement and landscape restoration and other miscellaneous amenities within the South Shore Basin area in the City of Lake Oswego.

COMPLETION: Project Substantial Completion shall be October 1, 2021 and Project Final Completion shall be November 1, 2021.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT:  This project is subject to Oregon minimum wage rate requirements of ORW 279C.800 through 279C.870 and Federal minimum wage rate requirements of the Davis-Bacon Act – 40 U.S.C. 3141 to 3148.

HOW TO SUBMIT BID:  In effort to minimize the spread of COVID-19, Bids shall be submitted by ELECTRONIC MEANS ONLY  and must be received up to the Bid Closing Time.  Submit electronic (PDF) bids to Project Manager James Ellis at , with subject line: “CONFIDENTIAL – Bid WO 303: , South Shore 2 Wastewater System Rehabilitation,” and email address for conformation to bidder of City’s receipt.  Bidder may also verify receipt by phone: 503.635.0273.  Bids will not be accepted after the Bid Closing Time.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent (10%)  of their Bid.

BID OPENING: The bids shall be publicly opened at 2:00 p.m., local time, Monday April 12, 2021.  In effort to minimize the spread of COVID-19, the Bid Opening will be accessible to the public online or telephone conference but will NOT be open to the public to physically attend.  Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference, in the same manner as the Pre-Bid Conference, above.  Accessibility concerns? The City will investigate and determine the qualifications of the apparent low Bidder as part of its evaluation of the lowest responsive Bid.

Because the City’s estimate of contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 p.m. local time, on the date for receipt of Bids.  The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same email address as the Bid,  with subject line: “FIRST TIER DISCLOSURE – WO 303: South Shore 2 Wastewater System Rehabilitation.”

QUESTIONS/CLARIFICATIONS: Questions about meaning or intents of the Bid Documents shall be submitted to the Project Manager James Ellis, by email at no later than 7 days prior to Bid Closing Time.  Clarifications to the Bidding Documents will be made by an addenda only.  Oral statements may not be relied upon and will not be binding or legally effective.
