To Provide Professional Services
Stormwater Master Plan
The City of Lake Oswego invites your firm to submit a proposal to provide professional engineering services to create a Stormwater Master Plan (“Plan”).
The objective of the Plan is to identify areas of conflict or deficiencies with the current public system, identify ways to tie needed new systems into the current system in areas where there is currently no public stormwater system, determine staffing needs, and provide options for funding the identified projects.

To download the full RFP and receive all notifications, addenda, view the RFP Holders List, etc., a person or company must register and add its individual name or company to the RFP Holders List at http://www.ci.oswego.or.us/bids/. Amendments to this RFP will be in writing and will be issued to all persons or businesses that have registered to be RFP holders. The registered user’s list is updated daily and available on the City’s website.
All questions about the meaning or intent of the Request for Proposals Document shall be submitted through the bid site.
HOW TO SUBMIT A PROPOSAL: Proposals shall be submitted by ELECTRONIC MEANS ONLY and must be received by

Proposers will receive an automated email confirmation after submitting their proposal. Proposer may also verify receipt by calling 503.675.3999. Proposals will not be accepted after the specified RFP closing date and time (see above). Proposers are encouraged to submit proposals early.
In lieu of a pre-proposal meeting, the City is offering individual 1-hour meetings to answer questions on scope, approach, and documents available for review. All documents requested during these meetings will be posted to the bid site for review by everyone.

On October 29, 2025, the City of Lake Oswego received proposals from five firms in response to our Request for Proposals (RFP) for the above referenced project.
The consultant selection committee has reviewed the proposals and met to discuss our evaluations. A maximum of 100 points was allowed for each proposal (see table below) and the firms with the top 3 scores are invited to the interview phase. Interviews will be held at City Hall and consist of a 30 to 45-minute presentation followed by up to 30 minutes of questions from the selection committee.
