COST ESTIMATE: $50,000 - $100,000

SCOPE OF WORK: The demolition and reconstruction of 8 concrete curb ramps at the intersections of 3rd Street and A Avenue as well as 3rd Street and Evergreen Road.

COMPLETION: Project Substantial Completion shall be October 15, 2021 and Project Final Completion shall be November 12, 2021.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870 and Federal minimum wage rate requirements of the Davis-Bacon Act – 40 U.S.C. 3141 to 3148.

HOW TO SUBMIT A BID: In effort to minimize the spread of COVID-19, Bids shall be submitted by ELECTRONIC MEANS ONLY and must be received up to the Bid Closing Time. Submit electronic (PDF) bids to Project Manager, Stefan Broadus at sbroadus@ci.oswego.or.us, with subject line: “CONFIDENTIAL- Bid WO 313, Third Street Curb Ramps,” and email address for confirmation to bidder of City’s receipt.Bidder may also verify receipt by phone: 503.635.0267. Bids will not be accepted after the Bid closing time.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.

BID OPENING: The bids shall be publicly opened at 2:30 PM, local time on August 8/18, /2021. In effort to minimize the spread of COVID-19, the Bid Opening will be accessible to the public online or telephone conference but will NOT be open to the public to physically attend. Bidders and interested persons may attend the Bid Opening by viewing online and telephone conference.

The City will investigate and determine the qualification of the apparent low Bidder as part of its evaluation of the lowest responsive Bid.

Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids.The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same email address as the Bid, with subject line: “FIRST TIER DISCLOSURE- WO 313 Third Street Curb Ramps.”[BS2]
