Sealed Bids for Work Order 270 – Wastewater Lift Station Generator Project for the City of Lake Oswego will be received by Pat McDougal, Project Manager, at the Lake Oswego City Hall at 380 A Avenue, Lake Oswego, Oregon, 97034 until 2:00 p.m., local time, Bid Closing Time on April 16, 2019, and then will be publicly opened and read. Bids will not be accepted after the Bid Closing.
Bidders must submit a Bid security to the City along with their Bid in an amount equal to ten percent (10%) of their Bid.
SCOPE OF WORK: The proposed scope of work consists of furnishing all materials, labor, equipment, and supervision necessary to install three permanent standby generators at three separate pump station sites. This includes, but is not limited to, removal of the existing portable generator receptacles and manual transfer switches, installation of natural gas generators, automatic transfer switches and all associated conduits for power and communications; demolition and restoration of reinforced concrete pads; installation of private natural gas service lines; seal coating of asphalt concrete pavement at one site; and performing associated site, mechanical, electrical, and instrumentation work.Provide clear, concise description of the general nature and extent of the work to be performed. The description of work here should be repeated in both Article 1 of the Agreement and Division 1, Section 01100 of the Technical Specifications.
Project Substantial Completion shall be 180 days from Notice to Proceed and Project Final Completion shall be 45 days from Substantial Completion.
The Contract Documents may be reviewed, examined, and copies obtained at the City Engineering Dept., 3rd Floor, Lake Oswego City Hall, 380 A Avenue, Lake Oswego, Oregon between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, except legal holidays. Copies may be obtained upon payment of a non-refundable fee of $35. Copies of the Contract Documents may also be obtained by mail upon request (phone: 503.635.0270) and upon the receipt of an additional $5.00 per Contract Document to cover postage and handling. Requests sent through the mail shall be addressed to the Engineering Department, City of Lake Oswego, P.O. Box 369, Lake Oswego, Oregon 97034.

The City will investigate and determine the qualifications of the apparent low Bidder as part of its evaluation of the lowest responsive Bid.
The Contract will be for a Public Works/Public Improvement project subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870
Because the City’s estimate of contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:00 pm local time, on the date for receipt of Bids.
A Voluntary Pre-Bid Conference will be held at 9:00 AM, local time on April 2, 2019 at 3rd Floor, Lake Oswego City Hall, 380 A Avenue, Lake Oswego, Oregon. A project site tour will be conducted after the Conference.
Bidders are encouraged to visit the site of the Work during Bid preparation. Clarifications to the Bidding Documents will be made by addenda only. Oral statements may not be relied upon and will not be binding or legally effective.
