Water Rehabilitation Project - City Wide

SCOPE OF WORK: The project consists of water main replacement at six different locations throughout the City. Replacement includes water main line installation of restrained joint ductile iron pipe sizes 8”,6”,4”, and 2” PVC and appurtenances totaling approximately 4500 lineal feet.

COMPLETION: Project Substantial Completion shall be 150 days from Notice To Proceed. Issuance of NTP shall be on or before October 1, 2023. Project Final Completion shall be 30 days after Substantial Completion.

PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870.

Bidders must submit a Bid Security to the City along with their Bid in an amount equal to ten percent.

BID OPENING: The bids shall be publicly opened at 2:30 p.m., local time, July 19, 2023. The Bid Opening will be accessible to the public online or telephone conference. The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.

Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:30 pm local time on the date for the receipt of Bids.  The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.

QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted to the Project Manager, David Kudna, by email at no later than seven (7) days prior to Bid Closing Time. Clarifications to the Bidding Documents will be made by addenda only. On July 19, 2023, the City of Lake Oswego opened bids for WO 315 Water Rehabilitation Project - City Wide.  Five bids were received, with the apparent responsible bid being submitted by *Turney Excavating.  The bidders and the bid amounts are tabulated below:
