City Council study session on Tree Regulation Amendments Project, Nov 18 at 3:00pm

Posted Fri, 11/14/2025 - 10:47am

The City Council will hold a study session on Tuesday, November 18 at 3:00 p.m. in the Council Chamber (3rd floor, City Hall) to provide feedback and direction on key regulatory concepts under consideration to update the City’s tree regulations. The discussion will focus on four of the most challenging substantive issues identified in the Lake Oswego Tree Regulations Amendments Project:

  1. Developing clear and objective standards for housing
  2. Creating effective tree retention incentives
  3. Improving the appeals process to reduce delays and conflicts
  4. Increasing consistency between development and non-development tree permitting

Draft concepts for these items were informed by the Tree Task Force, community engagement, and technical research completed to date. Council’s input will guide the next phase of the project to draft detailed code amendments, which will include further Tree Task Force review, community feedback, Planning Commission consideration, and future Council action.
