Foothills Update – August 3, 2026

Posted Mon, 08/03/2026 - 12:20pm

Good afternoon,

The Foothills District Plan Update project has continued to gain momentum over the summer, with a refined vision to complete Downtown's connection to the Willamette River and create a vibrant waterfront district that extends the civic heart of Lake Oswego.

After a period of extensive public engagement and outreach, the project team is now positioned to build upon the results to develop refined schematic design options for the area. Earlier this year, the City shared a set of three Preliminary Development Concepts for the Foothills District that each presented unique land use and circulation patterns that explored different ways to:

  • Reconnect downtown Lake Oswego to the Willamette River;
  • Create a walkable mixed-use waterfront district;
  • Support diverse housing types that meet community needs; and
  • Provide the flexibility needed for long-term implementation.

These concepts were discussed in more detail at a recent Open House event, a Foothills Technical Advisory Committee (TAC) meeting, two Foothills Community Advisory Committee (CAC) meetings, a City Council Study Session, a Planning Commission Study Session, and other in-person outreach events. Additionally, the City recently updated the project Story Map with information about the Preliminary Development Concepts and opportunities for the public to provide input – please take a look and let us know what you think!

Please note that the previously scheduled August 4 City Council Study Session and August 10 Planning Commission Work Session have both been postponed until October. Please keep the following updated dates and other scheduled project events on your calendar:
