LU 14-0015: Comprehensive Plan Amendments to Include Updated Transportation System Plan
A request from the City of Lake Oswego for amendments to the Comprehensive Plan, Connected Community Chapter to include an updated Transportation System Plan (TSP). The TSP must comply with Statewide Planning Goal 12 (Transportation) and Metro’s Regional Transportation Functional Plan.
The City of Lake Oswego recently updated its Comprehensive Plan in part to meet state-mandated Periodic Review requirements. The updated Plan was approved by the City Council on February 18, 2014. The City’s Transportation System Plan (TSP), last reviewed in 1997, is being updated to make it consistent with the recently adopted Comprehensive Plan and to comply with State Transportation Planning requirements. The TSP provides a current status of the transportation system and is used to plan for future transportation system improvements. As one part of the City’s Public Facilities Plan, the TSP implements the Connected Community chapter of the Comprehensive Plan and is guided by the same goals and policies found in the Connected Community chapter.

At its meeting on 05/12/14, the Planning Commission made a tentative recommendation based on their deliberations. Staff will return with Findings, Conclusions and Order for Commission consideration on 05/28/14.
03/25/14
At its meeting on 03/24/14, the Planning Commission opened the public hearing, received a presentation by staff and accepted public testimony. The Planning Commission directed staff to reach out to neighborhood associations for input on the priority of projects listed in the Transportation System Plan (TSP). The Planning Commission also scheduled a follow up work session on April 14 to gain additional background on the TSP process and product. The hearing was continued to May 12, 2014.
