LU 20-0016: Community Development Code and Comprehensive Plan Amendments Related to Former Marylhurst University Campus Site
A request by the Society of the Sisters of the Holy Names of Jesus and Mary to amend the Marylhurst Area Special District Plan in Volume II of the Comprehensive Plan and the Lake Oswego Community Development Code in order to add affordable multi-family dwellings as a permitted use in Subarea I of the Campus Institutional (CI) zone on the former Marylhurst University Campus site.
(Note: the applicant initially proposed the amendments to apply to both Subareas I and I-A, but amended the proposal at the Planning Commission public hearing to apply only to Subarea I.)

At its meeting on Monday, November 9th, the Planning Commission adopted the Findings, Conclusions and Order (final recommendation). A link to the adopted Findings and the Notice of Planning Commission Recommendation are available in the Public Records File.
The City Council public hearing is scheduled for Tuesday, December 1, 2020; only individuals who provided either oral or written testimony to the Planning Commission at its hearing are eligible to provide testimony at the City Council hearing. At its meeting on October 26th the Planning Commission made a preliminary recommendation that the City Council approve the proposed amendments (including the removal of Subarea I-A from the site). The Applicant agreed to remove Subarea I-A to address concerns raised in public testimony. The Commission is scheduled to consider adoption of the Findings, Conclusions and Order (final recommendation) at its meeting on November 9th.

At the October 12 public hearing, the Planning Commission continued the hearing to October 26 at 6:30 pm and left the record open for additional written testimony only. Anyone may submit written testimony and rebuttal prior to the following deadlines:
- Written testimony is due by 5:00 pm on Monday, October 19, 2020.
- Rebuttal of the written testimony submitted by the deadline, above, is due by 5:00 pm on Wednesday, October 21, 2020 (only rebuttal is allowed; no new testimony is allowed during this period).
Written testimony and rebuttal should be emailed to the staff planner at jnumanoglu@lakeoswego.city and will be posted on this project web page (see Public Record File link, to the right). On Monday, October 12, 2020, the Planning Commission will hold a public hearing to consider the proposed amendments.
The public hearing notice is available in the Public Records File. The staff report will also be available in the "Public Records" file ten days prior to the hearing.
