LU 24-0025: Citywide Parking Reform
Develop code amendments that comply with Phase B of the Department of Land Conservation and Development (DLCD)’s Climate-Friendly and Equitable Communities (CFEC) parking rules by December 31, 2024.
On December 17, 2024, the CIty Council made their final decision and adopted Ordinance 2949 The ordinance becomes effective on January 16, 2025. A link to Ordinance 2949 is available in the Public Record file.

On December 3, 2024, City Council tentatively approved the proposed amendments, with a modification to add the option to pay into a renewable energy fund back to the list of available “climate mitigation actions” required for surface parking lots larger than ½ acre, and directed staff to prepare the draft Findings, Conclusions, and Order for further consideration. On October 28, 2024, the Planning Commission issued a preliminary recommendation for the City Council to approve the proposed amendments, with a modification to remove the option to pay into a renewable energy fund from the list of available “climate mitigation actions” required for surface parking lots larger than ½ acre, and directed staff to prepare the draft Findings, Conclusions, and Order for further consideration.
