5th Street and Lake Bay Court Drainage Improvements

Project Scope and Background

The area between the intersection of 5th Street and Lake Bay Court in Lake Oswego has historically experienced stormwater ponding and drainage issues during intense rain events.

The goal of this project is to install a stormwater system and improve stormwater quality in the subject area.

The project includes removing the existing temporary drainage ditch/swale, installing several catch basins, stormwater pipe, and a large underground stormwater vault to treat stormwater runoff. The pipes will connect to an existing stormwater culvert and outfall located with a nearby easement. Parking will be restored near the Cabana HOA once the large temporary drainage ditch is removed and filled in.

Project Updates

August 2026

The railroad company has approved the permit and the project is out to bid for a general contractor.

NW Natural needs to relocate a gas main in the project limits. They plan to be out working on 5th Street near Cabana Lane the week of August 17. Please expect lane closures and watch for flaggers. 

Major construction for the stormwater improvements is expected to begin once a contractor is hired, sometime in September.

June 2026

Designs are now finalized. The City is waiting for the permit to be approved from the railroad company. 

The team expects to go out to bid for a contractor sometime in July, with construction starting in late summer/early fall. 

April 2026

Designs are expected to be finalized this spring. The City project team has applied for a permit from the railroad company, which is in process. 

We expect to go out to bid for a general contractor in early summer, with construction starting late summer through fall. 

November 2024

Design is kicking off on the project. Starting the week of November 11, survey crews will be out on site to conduct investigations and topographic surveys. Residents may notice crews in the area. A tree survey and utility locates will follow over the coming weeks.
