ADA Curb Ramp Project

Background

The Americans with Disabilities Act (ADA) was enacted in 1990 to ensure equal opportunities and access for individuals with disabilities. One crucial aspect of ADA compliance is providing accessible infrastructure, including sidewalks and street crossings. Curb ramps are essential components of pedestrian infrastructure, allowing people with mobility devices, such as wheelchairs or scooters, to navigate streets and sidewalks safely.

Over the years, we have made progress in improving accessibility, however, many areas in Lake Oswego still lack proper ADA-compliant curb ramps. The absence of accessible curb ramps creates barriers for individuals with disabilities, limiting their ability to move freely and independently in public spaces.

Project Scope and Prioritization

The prioritization of curb ramps is based on the ADA Transition Plan criteria, which includes:

  • Access to servicing government offices and public facilities first;
  • Access to transportation hubs, such as bus stops;
  • Access to commercial districts and employers, with consideration given to locations serving other areas; and
  • Specific barriers highlighted in ADA complaints.

In 2024 and 2025, the first set of curb ramps to be designed as part of the new curb ramp program include these high priority ramps:

Schedule

Project Updates

March 2026:

The project will be going out to bid for a contractor in April. Construction of the curb ramps is expected to take place anytime between late spring and summer 2026. Once a contractor is selected, more information will be shared on schedule and impacts.

October 2025:

The project will now be going out to bid for a contractor in early 2026, with construction expected to start in spring or summer 2026. 

June 2025: 

The project will be going out to bid for a contractor in July. Construction is expected to start in late summer/early fall. 

December 2024:

ODOT has now approved the two curb ramps on State Street. Final designs are expected in late February 2025. Bids are expected to be received in spring 2025, with construction starting thereafter. 

October 30, 2024:

90% designs are complete but we are awaiting review approval from ODOT for two curb ramps on State Street. Once this is received, we will then finalize designs and go out to bid for a contractor. Construction is expected to take place in spring 2025. More information to be provided on start date once a contractor is hired. 

February 8, 2024:

Over the next month or so, crews will be conducting surveys and marking utilities in the right-of-way at each of the proposed curb ramp locations. This is part of early preliminary design work.
