Pilkington/Jean Rd Intersection Improvements

This project is identified as an important component in the City's Transportation System Plan and is funded under the current Capital Improvement Plan. Improvements include:

  • A new signalized intersection with reconstruction of each of the four approaches, including curb and gutter, 6 ft. bike lanes on Jean Road at the intersection, new 6 ft. sidewalks, and Americans with Disabilities Act curb ramps at each corner.
  • New pedestrian crossings at the signal. 
  • Paving and striping. 
  • New stormwater facilities. 

Schedule 

Work will be constructed in phases over the course of spring and summer 2024. Preliminary construction activities are expected to start in mid-May 2024 and major construction June through September 2024.

Background and Project Need 

In late 2017, after conducting an intersection analysis, the City determined that the Jean Road and Pilkington Road intersection did not meet operational standards. In 2019, the City hired a consultant team to evaluate potential improvements for this intersection. 

The consultants were asked to compare a traffic signal versus roundabout and develop conceptual level plans and a cost estimate for each. The comparison showed that while both alternatives would initially cost about the same, the impact of each alternative was quite different.  Specifically, the area or footprint needed for a roundabout is greater than what is needed for a traditional signal installation.

After careful evaluation, the Engineering Department recommended a signal for the Jean and Pilkington intersection to improve transportation capacity, efficiency, and safety. A signal will address sub-standard performance and improve pedestrian safety. It also minimizes impacts to adjacent properties.

Project Updates 

September 30, 2024:

Final landscaping and restoration work remains. This work is expected to be completed over the coming weeks. 

September 16, 2024:

The new traffic signal at Jean and Pilkington is NOW active! Some helpful safety tips to keep in mind:

➡️ Stay Alert: Pay close attention to the new signal. Traffic patterns change, so avoid distractions.

➡️ Follow the Signal: Obey the traffic lights and signs, even if you're used to the previous setup of the four-way stop.

➡️ Approach Slowly: Drive cautiously as others may be confused by the new system.

➡️ Watch for Pedestrians: They might be adjusting to the new signal too.

➡️ Communicate Clearly: Use turn signals and make eye contact with other drivers when needed.

September 4, 2024:

Paving and striping activities are now complete! Jean Road is also back open and the majority of the concrete flatwork is all complete! The new sidewalks, crosswalks and bike lanes are already being actively used by many people walking, rolling and riding! Thank you for your patience with the closures over the last few months and the construction work to get this project complete. 

The new signal poles have been installed at the intersection. PGE pulled power to the new signal poles yesterday and electrical crews are now pulling their wires through to begin testing the new signal.

The new signal is expected to be activated the week of September 16. Please watch for crews and flaggers, and be alert as the new signal becomes activated.

Some miscellaneous concrete work remains, along with irrigation and landscaping. Traffic control and lane shifts are expected to take place between 9 am and 3 pm, Monday to Friday through the completion of the project, which is expected in early October. 

August 21, 2024:

Stormwater work is almost complete. Curb ramps and sidewalk connections will be poured this week and next week. Signal pole shafts have been poured at the four legs of the intersection, along with pedestrian push button bases. Heavy rock excavation caused some delays with these installations. All driveway pours are also complete.

Signal Activation Delayed Until Mid-September

Unfortunately, due to supply chain delays with signal pole delivery, the new signal won’t be activated and operational until mid-September. In the interim, once school is back in session, the intersection will temporarily return to a four-way stop until the signal can be activated.

Traffic Alert: Night Paving Work to Close Intersection of Jean/Pilkington 8/16-8/17 and 8/23-8/25  

On Friday, 8/16, through Saturday morning, 8/17, crews plan to rebuild and pave the intersection of Jean/Pilkington. Key information and what to expect:

  • Starting at 7 am through 9 pm on Friday, 8/16, crews will grind out and excavate the intersection.
  • Expect delays during the daytime work on Friday - shifting traffic and lane closures will be in place.
  • Please drive cautiously - there will be periods where traffic will be traveling on rough ground, gravel or rock after they have prepared the roadway.
  • Starting at 9 pm Friday night, 8/16 through 7 am Saturday morning 8/17, the intersection of Jean/Pilkington will be closed to all traffic for paving.
  • Road closure barricades will be in place at Lakeview Boulevard, Tualata Street, and Tree Street.
  • Local access will be maintained for residents and businesses within the closure limits – no access will be allowed through the intersection.
  • Please find alternate routes and anticipate loud construction noise and truck traffic.

The following Friday, 8/23, through Sunday morning, 8/25, crews plan to grind and pave Pilkington Road, between Lakeview Boulevard and Jean Road, and Jean Road, between Lakeview Boulevard and Tamara Avenue. Key information:

  • Starting at 7 am through 9 pm on Friday, 8/23, one lane of traffic will be maintained in the work area.
  • Expect significant delays and a rough driving surface during the Friday work.
  • A full road closure starts at 9 pm Friday, 8/23 through Saturday morning for paving work.
  • Full road closure will also start at 9 pm Saturday through Sunday morning for additional paving work.
  • Road closure barricades will be in place at Lakeview Boulevard, Tualata Street, and Tree Street.
  • Access to driveways will be temporarily closed when the paving equipment approaches each driveway.
  • Watch for signage, plan extra travel time, obey flaggers directions, and drive safely.

The Jean Road closure (between Lakeview and Pilkington) is expected to stay in place until school resumes on September 3. After this time, any final work is expected to take place during 9-3 pm, Monday to Friday.

July 9, 2024:

Crews are making progress on stormwater pipeline work in the intersection, and pouring concrete for the stormwater planters. Storm and water utility work will continue through the end of the month.

Crews are also digging shafts for the new signal poles at each of the corners of the intersection, and working on the driveway on Pilkington Road into the Plaid Pantry. 

A full 24/7 road closure is now in place to all through traffic on Jean Road, between Lakeview Boulevard and Pilkington Road. Pilkington Road remains open north/south. 

Intermittent lane closures are also in place in the work areas along Pilkington Road and Jean Road. Plan ahead for extra travel time in this area through summer.

June 24, 2024:

A full 24/7 road closure is now in place to all through traffic on Jean Road, between Lakeview Boulevard and Pilkington Road. Pilkington Road remains open north/south. 

Intermittent lane closures are also in place in the work areas along Pilkington Road and Jean Road. Plan ahead for extra travel time in this area through summer.

June 14, 2024:

Traffic Reminder: Starting Monday, June 17, through early September, a full 24/7 road closure will be in place to all through traffic on Jean Road, between Lakeview Boulevard and Pilkington Road.

Key information:

  • No through vehicular or bike traffic will be allowed in the closure area. (Through traffic = any vehicles that can take another route to get to their destination).
  • Pilkington and Jean Road businesses will remain open throughout construction, so please come out to support them!
  • To access business driveways, follow the blue cones and blue business access signs.
  • Plan ahead and expect some travel delays.

May 29, 2024

Construction is underway! Some striping has been removed and lanes have been shifted. Crews are sawcutting asphalt, marking utilities, installing tree protection fencing and erosion control. Crews will begin demolishing and preparing some driveways for replacement this week and begin working on new stormwater facilities. Please watch for crews and use the blue business access signs for driveways! 

May 17, 2024

Preliminary construction starts next week! During this first phase, the contractor will be mobilizing equipment to site, restriping the intersection and lanes to create some work zones, installing erosion control and tree protection fencing, surveying the project area, marking utilities, and sawcutting concrete/asphalt.

Crews are tentatively expected to start work on the driveway in between Happy Sparrow and Plaid Pantry the week of June 3. Driveway work takes approximately two weeks, and it involves excavating, forming, pouring concrete and then letting the concrete cure for a week. The driveway is expected to be closed for that duration, but all other driveways will remain open when work is taking place on this driveway.

April 2024

March 2024

Temporary Lane Closures and Traffic Shifts - Coming Soon

Starting in mid-May, some lanes may be shifted and reduced in the work area on Jean Road and Pilkington Road. Flaggers may direct traffic at times.

Jean Road Closure During Summer Months 

In mid-June through late August when school is out, a full 24/7 road closure will be in place to all through traffic on Jean Road, between Lakeview Boulevard and Pilkington Road. To access businesses during the road closure, please use Pilkington Road or the east side of Jean Road. 

Crews will work with residents who live in the work zone to provide reasonable and safe access to homes while work is occurring. Fire and emergency services will always have access. 

Business are Open During Construction: Follow the Blue Cones! 

Pilkington and Jean Road businesses will be open throughout construction, so please come out to support them! Signage will help customers navigate the area and access driveways safely - watch for blue cones and blue business access signs to help delineate driveways. 

Work Hours

Approved work hours are 7 am - 6 pm Monday to Friday, and some Saturdays 8 am - 6 pm. There will be some night work.

Equipment and Staging

Working equipment includes truck traffic, excavators, vibratory compactors, pavement cutters, generators, steel plates and other heavy equipment. Equipment and materials may be stored on streets in the public right-of-way (during and after hours) and within the work or closure zones. 

February 2024

Design is now complete and a contractor has been hired.

Preliminary construction activities are expected to start in mid-May 2024 and major construction in June through August 2024. During construction, expect travel lanes to be shifted and plan extra travel time. 

More information will be shared soon about what to expect during construction, including traffic impacts. 

July 2023

PGE has completed their relocations. The design team will now continue to finalize the designs over the coming months and the project will go out to bid for a contractor. 

Construction is expected to take place in 2024. 

March 2023

During the month of March, PGE is expected to be on site relocating several utility poles near the intersection of Jean and Pilkington. Work is expected to take place at night between 8 p.m. - 6 a.m. Any utility shutoffs will be coordinated with customers through PGE.
