Redevelopment Agency Projects

The Lake Oswego Redevelopment Agency (LORA) implements revitalization projects specified in the City Council-adopted East End Redevelopment Plan and Lake Grove Urban Renewal Plan.  Each year the Agency adopts a budget authorizing specific expenditures consistent with adopted urban renewal plans.  

Current Project include: The Lake Oswego Redevelopment Agency is currently managing the following projects to further the enhancement of downtown: 

  • Planning and property acquisition for a mixed-use North Anchor project at B Avenue and 1st Street, including a new public library, public parking, retail and housing
  • Construction of Second Street Improvements
  • Potential implementation of first phase of Downtown Parking Study recommendations
  • Administration of commercial façade grants

Past LORA projects include:

  • New City Hall - The new City Hall is currently complete. 
  • Boones Ferry Road -  The Lake Grove Village Center Urban Renewal Plan was adopted in 2012.  The Boones Ferry Road project was completed in Fall 2021.
  • Parks and pathway projects, including Millennium Plaza Park, Sundeleaf Plaza Park, and the Headlee Walkway.
    • Millenium Plaza Park: The park is located in the heart of downtown, overlooking Lakewood Bay, between First and Second Streets.  As required by the Redevelopment Plan, visual access to Lakewood Bay was assured through the acquisition of a large portion of the “bluff” area and by the construction of Millennium Plaza Park.  The park features a large pergola with an open fireplace at the west end, and a reflecting pond nearby - a regular concert and special event venue. To the east, a traffic circle at the south end of First Avenue surrounds Simon Toparovsky’s seven-foot bronze sculpture, ”Fortuna,” atop an eight-foot rock pedestal and fountain.  Steps away from the fountain a bosque is surrounded by tables and chairs, providing a great spot for reading, dining, or watching  boats on the bay.  A ramp overlooking Lakewood Bay and the Headlee Pathway takes visitors to the fountain plaza below. Millennium Plaza Park has become a host of numerous events and a gathering place for citizens of all ages.  The park opened December 28, 1999 and the final phase was completed in the Summer of 2010.
    • Sundeleaf Plaza Park: The City's newest urban park on Lakewood Bay is named after architect Richard Sundeleaf and features lawn areas, outdoor seating, a fireplace, a rain garden and stellar lake views. Mr. Sundeleaf designed many homes and businesses in Lake Oswego, including nine homes which are listed on the City’s Landmark Designation List, and the City’s oldest commercial buildings which line State Street.
    • Headlee Walkway: A walkway/boardwalk was constructed from Third Street to the Millennium Plaza Park fountain along the northern edge of Lakewood Bay. 
  • Public/Private redevelopment, including Lake View Village site assembly, The Windward (public parking and walkway), relocation and construction of a new Main Fire Station, and public parking development.
  • Property acquisition for parking and redevelopment projects, including Lake View Village and the First Street North Anchor.
  • Street and utility infrastructure improvement projects, including A Avenue, First and Second Streets, Third Street Alley/pathway improvements, Leonard Street, 5th Street/A Avenue Pedestrian Crosswalk, North Shore/State Street intersection improvements, and sewer utility projects.
