SDC Reports

Each year, Oregon law requires cities to prepare and publish a report on System Development Charge (SDC) activity. SDCs are fees collected from new development to help pay for the expansion of public infrastructure like streets, water systems, parks, and sewers. The annual report outlines how much revenue was collected, how it was used, and what projects it supported.

This report is an important way to promote transparency and keep the public, developers, and local decision-makers informed. Because SDCs directly affect the cost of growth and development, it’s essential that everyone understands where these funds go and how they contribute to community improvements.

In addition to transparency, the report also supports planning and financial oversight. It helps ensure that SDC funds are used correctly and that cities can plan responsibly for future infrastructure needs as the community grows.

Key reasons we publish an annual SDC report:

  • Transparency – Keeps the public informed about how SDC funds are collected and spent
  • Accountability – Ensures SDC revenue is used only for eligible, growth-related infrastructure
  • Planning – Supports long-term budgeting and infrastructure investment decisions
