Stafford Road Traffic & Pedestrian Update

September 14, 2023 UPDATE

From now through the end of next week, flaggers will be in place along Overlook Drive, off Stafford Road, from 9 a.m. to 3 p.m.

Lane closures are expected with flaggers in place. The City is making every effort not to interrupt bus schedules.

KEY INFORMATION: 

  • During work hours, expect delays and plan extra travel time along Overlook Drive. Every effort will be made to avoid traffic backup on Stafford Road.
  • Watch for signage and obey the flagger's directions. 
  • Access to driveways or side streets may be temporarily closed when equipment needs to access that area.
  • Pedestrian connection will be available with caution, flaggers will be spotting, and an alternate access route will be available.

Work is weather-dependent, and schedules are subject to change. 

 

 

 

 

 

 

 

August 30, 2023 UPDATE

The pedestrian pathway along Stafford Road from the Pioneer Cemetery to Overlook Drive has been redirected to the south side of the road and is open for use.

To ensure public safety, marked signs are visible for the shared-purpose path. Both pedestrian and bike traffic is routed via custom flashing crosswalk signs to notify users to wait for vehicles to stop. Conversely, flashing lights will direct vehicle traffic to stop for foot and bike traffic.

Other installed safety features include:

·       Water-filled “jersey barriers” separating the road from the path,

·       ADA-compliant landings and pathways,

·       Pedestrian countdown timers,

·       Marked crosswalks and asphalt paved surfaces,

·       Expanded shoulder to accommodate a wider pathway.

Overlook Drive and Stafford Drive continue to utilize stop signals and walkways for pedestrian and vehicle passage. Also, the north side pedestrian path from Overlook Drive to Atherton Drive is closed with the construction of Rassekh Park. The community will need to use the existing southside path along Hazelia Field and Luscher Farm.

As always, we want the public to proceed cautiously as this new path is introduced to pedestrians and motorists. This pathway is temporary as work continues on the Recreation and Aquatic Center. In the fall of 2024, the path will be redirected to the north side in conjunction with the project's opening.

 

 

 

 

 

 

 

The week of September 4 through September 9, no closures are expected during this first week of school.

The week of September 11 through September 15, work will resume with lane closures from 9 a.m. to 3 p.m.

The City of Lake Oswego Parks & Recreation Department is excited to move forward with the Lake Oswego Recreation and Aquatics Center (LORAC) and Rassekh Park. We appreciate the community’s input and support, as these projects will enhance our City with additional recreation opportunities for all ages and abilities.

Starting 8/8/23, work will begin on moving the multi-use pathway along Stafford Road. Lane closures and flaggers will be in place between Bergis and Rosemont Roads. The public can expect significant delays. The City is making every effort to complete this construction before the start of school and with minimized delays through morning commute times. Work hours are 9 a.m. to 8 p.m., Monday through Friday, and 7 a.m. to 6 p.m. on weekends, when needed. After 9/2/23, lane closures are expected to be from 9 a.m. to 3 p.m.

About the project:

The path will include a temporary detour along the Stafford Road corridor. The existing pathway on the northwest side of the road will close between Oswego Pioneer Cemetery and Overlook Drive after the new path along the southeast side of the roadway is open. Once the LORAC on the northwest side is complete, the pathway will be rerouted back to the original side and rebuilt for multi-use to accommodate pedestrians and bicycles.

To ensure public safety, marked detour signs will be visible from both directions along the pathway, and a temporary midblock crossing will be installed to direct pedestrian and bicycle traffic to the new path on the southeast side of Stafford Road. The midblock crossing will be controlled via a rectangular rapid flashing beacon (“RRFB”), activated by a push button on either side of the crossing. The RRFB uses flashing yellow lights to alert motor vehicles to stop and direct pedestrian and bicycle traffic when it is safe to cross. Other safety features will include: 

  • Water-filled “jersey barriers” separating the road from the path,
  • ADA-compliant temporary pathway and landings,
  • Pedestrian countdown timers at the midblock crossing and intersection with Overlook Drive,
  • Marked crosswalks and asphalt paved surfaces, 
  • Expanded existing shoulder to accommodate a wider temporary pathway.

Key Information:

  • During work hours, expect significant delays and plan extra travel time along Stafford Road.
  • Watch for signage and obey the flagger’s direction.
  • Driveway or side street access may be temporarily closed when equipment needs to access that area.
  • Residents and businesses should expect increased noise and vibration during the paving operation, as trucks, large equipment, and vibratory rollers will compact the new asphalt.
  • Please look for alternative routes during this time.
