Carman Drive Pathway

In 2024, the City started design on new pedestrian improvements along Carman Drive, between Waluga Drive and Quarry Road. Throughout the design process, the City gathered community input through open houses, one-on-one meetings, and surveys to inform the final designs.

Shaped by feedback from the community, available roadway space, and technical analysis, designs are now complete for the new pathway!

Final Design Details

The recommended Carman Drive design adds a new 6.0-foot wide sidewalk and a bike lane that will connect to existing bike lanes on Waluga Drive and Quarry Road. Additionally, this segment will include new street lights and a new stormwater treatment planter near Candlewood Court. To mitigate tree removals, the City will replant trees throughout the project area.

Project Updates

Friday, June 6, 2025: Update on Carman Drive Sidewalk Project – Construction Postponed to 2026

While our goal was to construct the project on Carman Drive this summer/fall, the City has made the decision to postpone construction of the Carman Drive sidewalk until early 2026.

This project is more complex than a typical sidewalk installation. In addition to building the sidewalk itself, the design includes multiple retaining walls, street lighting, tree removal, and a stormwater management facility. Due to these complexities—and the significant coordination, engineering, traffic control, and contractor resources required—the City believes it will be most effective and efficient to put the project out to bid in early 2026. This timeline will position us for a tentative construction start in the spring of that year.

We recognize that many residents are looking forward to this improvement and we appreciate your patience and understanding as we work to deliver a high-quality, long-lasting project.

March 2025: Open House on April 10

In 2024, we gathered community input on each pathway through open houses, one-on-one meetings and digital surveys to inform the final designs. Now, we are showcasing how your input shaped the designs during the final open house on April 10. Meeting details:

Monday, January 21, 2025:

The team provided an update to the TAB on Thursday, 1/16/25. Here is a link to the Meeting Video.

The 60% design plans have now been received and are being reviewed by the city and project team. Here is a link to the 60% plans. Please note, we will be adding crosswalks to the plans at Tree Top and Overlook intersection, and Carman Dr to the existing Waluga sidewalk.

Later this spring before the project goes out to bid for a general contractor, the team plans to hold a round of open houses to showcase the final designs and discuss construction, which is planned for this summer/fall! Stay tuned for more information.

Monday, January 13, 2025:

The project team has been busy progressing with designs on the four new sidewalks, including conducting individual outreach and meetings with impacted residents to balance design needs and project impacts. The team is attending this Thursday’s 1/16/25 Transportation Advisory Board meeting to provide an update and review of the latest 60% design plans. The meeting will be recorded and posted online afterwards.

February 2024: Preliminary Work Starting Soon!

In the coming weeks, underground utilities will be marked in the City’s right-of-way so the design team can begin with their initial survey and geotechnical investigation efforts. Crews may be taking photos, surveying the area for elevation and locations of utilities, mapping and accessing the health of trees, undertaking geotechnical investigations, and gathering other information to inform the early stages of design work and future construction. Most of the preliminary work is expected to take a few weeks to complete, although some follow-up visits throughout 2024 may be needed.

Neighbors may notice the following:

Survey crews will be conducting field work predominantly in the public right-of-way, but at times, may need to access private properties to verify property corners and monument markers. Our survey consultant will mail out right-of-entry letters to all affected property owners.
A few intermittent lane closures may occur during the daytime while crews conduct exploratory drilling and surveying. Flaggers or signage will direct drivers or assist local neighbors with access.
Trees may be flagged during survey work. We will be looking at how to minimize impact to trees and will have an arborist working with the team.
Underground utilities will be marked on the street with paint. Paint marks will disappear over time.
Wooden stakes with flags might be left at some places along the project area. These may indicate the public right-of-way, drainage issues, or other considerations. Please do not remove or adjust the stakes.
