Meadowlark Lane Sidewalk

In 2024, the City started design on new pedestrian improvements along Meadowlark Lane, between between Overlook Drive and Ridge Pointe Drive. Throughout the design process, the City gathered community input through open houses, one-on-one meetings, and surveys to inform the final designs.

Shaped by feedback from the community, available roadway space, and technical analysis, designs were completed in spring 2025. 

Final Design Details

The recommended Meadowlark Lane design includes a new 6.0-foot wide sidewalk built from the current “curb in” toward existing properties within the right-of-way to preserve on-street parking. In front of 17930 and 17920 Meadowlark Lane, new sidewalk will be built from the current curb out toward the road to protect existing mature trees. In response to community feedback during the first phase of the project, the scope was extended to include an additional 180 ft of sidewalk on Overlook Drive to infill sidewalk gaps and add a new crossing.

Project Updates

Thursday, November 13, 2025

Major construction is complete on the new sidewalk, however, some items remain. Below is an update on those items and expected timeline for completion.

  • Two concrete panels remain to be poured on Meadowlark. Unfortunately, we have been waiting for PGE to adjust their vault in one of these locations. We have been in contact with them since spring and they are still telling us it will be at least another 30 days until they can get there to adjust them. We hope these panels will be completed in the next month or so.
  • The catch basin needs to be adjusted on Overlook near Meadowlark. The concrete subcontractor was scheduled to do this work today, but they cancelled. We are waiting to hear on their rescheduled date.
  • Sections of the asphalt in front of the curb on Meadowlark and Overlook will need to be redone as it does not meet our standards. We are requiring the contractor to repave these sections, but this will likely take place in spring 2026 due to the weather. We will reach out to impacted neighbors once the work is scheduled.  

Permanent striping of the Overlook/Tree Top crosswalks is expected to take place in spring 2026 due to the weather.  

We have asked the contractor to remove any of their remaining equipment from the site until they return in the spring to complete the remaining items. This should be done in the next week or two.

Tuesday, September 23, 2025

Work is progressing well on the project, with the majority of the sidewalk now complete on Meadowlark and Overlook! Thank you for your patience with all the concrete pours for the curbs, new sidewalk, and driveway reconnections.

Landscapers are working on clean-up/restoration, dirt and mulch placement and tree plantings this week! Turney crews are getting the area ready for paving, which is planned for next Monday, September 29. For residents located along the new sidewalk on Overlook and Meadowlark, please plan for delays getting in/out of your driveway on paving day. Please plan to move your car out before 7 a.m. that morning and park elsewhere. Once they place the asphalt, it can take several hours before it cools and vehicles can drive on it. Paving work on Overlook will take place between 9 a.m. and 3 p.m. Meadowlark work hours are 7 a.m. to 6 p.m.

Next week, crews will reinstall the mailboxes that were temporarily relocated along the new sidewalk.

Final striping of the crosswalks at Overlook/Tree Top will take place (weather permitting) on Friday, October 10 (the day school is out).

Friday, August 29, 2025

Work is progressing with the demolition and preparation for the new sidewalk.

On Friday September 5, crews are planning to pour the new curbs and driveway curbs on Meadowlark. They plan to start down at the intersection of Overlook first and work their way up the hill.

If you live on the sidewalk side, please move your car out from your driveway prior to 7 am on Friday (or at least prior to when they are approaching your driveway, if you are home and can see them progress up the hill). There will be a period where you will be blocked when they pour the concrete, and before they set back a plate or ramp over the concrete. Ramps will be in place by the end of the day, if not sooner. The concrete will take 7 days to cure before they can remove the ramp.

Unfortunately, there is still work taking place on Overlook. Due to unforeseen utility issues and PGE delays, we will have to finish some of the sidewalk, utility reconnections, and final paving in that area when school is back in session. Work hours and any impacts to traffic on Overlook will be limited to 9 am to 3 pm to minimize interruptions to school traffic.

Tuesday, August 12, 2025

On Thursday, 8/14, crews will be sawcutting the asphalt and concrete driveways along the east side of Meadowlark Lane, between Overlook Drive and Ridge Point Drive. During this work, crews will need access to sawcut each driveway for about 30 minutes or so. They marked the driveways to be sawcut today with paint.

Starting next week, they will be removing the area for the new sidewalk and demolishing the existing curbs. They also plan to install some catch basins and stormwater pipe.

Curb and gutter preparation will follow the demolition work. Currently crews are planning to pour the new curbs on the east side of Meadowlark in early September.

Starting next week, there will be no parking on the east side of Meadowlark during construction of the new sidewalk. Traffic will be maintained in both directions, but it will be tight. Please use caution and plan extra travel time. Traffic conditions are expected to change and may be adjusted during construction.

Tuesday, August 5, 2025

Crews are making great progress with the new sidewalk on Tree Top Lane, from Overlook Drive to Fernwood Drive! Last week curbs were poured all the way from Overlook to Fernwood. 

Tomorrow, crews plan to pour the driveway aprons along Tree Top Lane, and next week pour the new sidewalks! In addition, next week crews also plan on forming and pouring the new sidewalk and curbs along Overlook Drive, between Meadowlark and the church. 

Crews plan to start demolition work on Meadowlark Lane in late August. 

Monday, July 14, 2025

This week, crews are mobilizing their equipment, setting up erosion control and tree protection fencing, surveying, and sawcutting the asphalt on Overlook and Tree Top.

The contractor does intend to focus their major sidewalk work over the next month or so on the missing sidewalk segment on Overlook (between Tree Top intersection and the church), the curb ramps at the intersection, and also the sidewalk on the upper section of Tree Top (between the Overlook intersection and reservoir site). Major excavation and prep work for these new curb ramps and sidewalks is expected to start the week of July 21. The goal is to have these two segments completed in time for when school resumes.

Trees that are permitted for removal on Overlook and Meadowlark should be removed in the next couple weeks, please watch for lane closures and tree removal specialists as this work takes place.

Major construction work on the remainder of Tree Top (lower section) and Meadowlark is expected to take place in September. However, schedules are subject to change.

Please watch for lane closures /and or flaggers. Access will remain open for residents, emergency services, mail, and garbage collection. The project team will coordinate any driveway reconstructions or mailbox relocations with impacted residents in advance.

Thursday, July 3, 2025: Construction Starting in Mid-July

On Tuesday, July 1, City Council approved a public improvement contract with Turney Excavating Inc. for construction of the new sidewalks on Meadowlark and Tree Top. 

Residents may have noticed crews in the project limits today, marking utilities along the pavement, driveways and work areas with paint. These paint marks will come off over time. Turney is indicating they would like to start with preliminary work as early as late next week, including setting up their equipment, erosion control, and tree protection fencing. This could be followed by some tree removal along Overlook and Meadowlark.

Once we meet with the contractor early next week we will share more of an update on work schedule, but they are likely to focus their first phase along Overlook Drive and the upper section of Tree Top, with a goal of completing these sections before school resumes.

What to expect during construction:

  • Work hours are 7 am – 6 pm, Monday to Friday. Some Saturday work may take place 8 am – 6 pm.
  • Expect lane closures or flaggers during work hours with traffic shifted. Any road closures will be posted in advance.
  • Access will remain open to residents within the work zones, emergency services, mail, and garbage collection.
  • During work hours, expect brief delays, dust, vibration, and noise from activities and equipment.
  • Underground utilities will be marked on the street and in the right-of-way with paint. Wooden stakes may also be placed in some areas within the project area.
  • Some trees that have been permitted for removal will be removed at the beginning of the work.
  • Steel plates may be placed, and equipment will be stored on the street or in the right-of-way.
  • On-street parking may be restricted at times in the work zone.
  • The project team will coordinate any driveway reconstructions or mailbox relocations with impacted residents in advance.

Friday, June 6, 2025: Construction Expected to Start this July 

The City is currently seeking bids from contractors to build the Meadowlark and Tree Top sidewalks this summer. Construction is expected to start sometime this July and be complete this fall. More details will be provided once a contractor is on board.

The 60% design plans have now been received and are being reviewed by the city and project team.  Here is a link to the 60% plans.  Please note, we will be adding crosswalks to the plans at Tree Top and Overlook  intersection, and Carman Dr to the existing Waluga sidewalk.

Monday, January 13, 2025:

The project team has been busy progressing with designs on the four new sidewalks, including conducting individual outreach and meetings with impacted residents to balance design needs and project impacts. The team is attending this Thursday’s 1/16/25 Transportation Advisory Board meeting to provide an update and review of the latest 60% design plans. The meeting will be recorded and posted online afterwards.

Later this spring before the project goes out to bid for a general contractor, the team plans to hold a round of open houses to showcase the final designs and discuss construction, which is planned for this summer/fall! Stay tuned for more information.

February 2024: Preliminary Work Starting Soon!

In the coming weeks, underground utilities will be marked in the City’s right-of-way so the design team can begin with their initial survey and geotechnical investigation efforts. Crews may be taking photos, surveying the area for elevation and locations of utilities, mapping and accessing the health of trees, undertaking geotechnical investigations, and gathering other information to inform the early stages of design work and future construction. Most of the preliminary work is expected to take a few weeks to complete, although some follow-up visits throughout 2024 may be needed.

Neighbors may notice the following:

  • Survey crews will be conducting field work predominantly in the public right-of-way, but at times, may need to access private properties to verify property corners and monument markers. Our survey consultant will mail out right-of-entry letters to all affected property owners.
  • A few intermittent lane closures may occur during the daytime while crews conduct exploratory drilling and surveying. Flaggers or signage will direct drivers or assist local neighbors with access.
  • Trees may be flagged during survey work. We will be looking at how to minimize impact to trees and will have an arborist working with the team.
  • Underground utilities will be marked on the street with paint. Paint marks will disappear over time.
  • Wooden stakes with flags might be left at some places along the project area. These may indicate the public right-of-way, drainage issues, or other considerations. Please do not remove or adjust the stakes.
