LU 19-0038: Community Development Code Amendments Related to R-6 Design Standards

The proposed amendments to the R-6 zone, Chapter 50.06.03 of the Lake Oswego Code, were the subject of an earlier work session by the Commission on July 8, 2019 and were moved from the annual code amendments to allow more time for public input. Staff met with the First Addition Neighbors-Forest Hills (FAN-FH) Neighborhood Association on August 7, 2019, the Builders Advisory Group on August 14, 2019, and a focus group consisting of FAN-FH’s chair, vice chair and one other neighborhood association member, and two designers/architects who use the R-6 code regularly, on November 12, 2019.

The only changes to the R-6 zone at this time are two graphics to better illustrate what is a primary versus secondary roof form (Figure 50.06.001-J) and the garage locations allowed (Figure 50.06.001-M).

At its meeting on Monday, February 24th, the Planning Commission adopted the Findings, Conclusions and Order (final recommendation). A link to the adopted Findings is available in the PUBLIC RECORDS FILE.

On February 10, the Planning Commission held a public hearing and made a preliminary recommendation that the City Council approve the proposed amendments. The Commission is scheduled to consider adoption of the Findings, Conclusions and Order (final recommendation) at its meeting on February 24th.

On Monday, February 10, 2020, the Planning Commission will hold a public hearing to consider proposed amendments to two figures illustrating R-6 zone requirements in Chapter 50.06.001 of the Lake Oswego Code.  These amendments were identified by staff and the First Addition Neighbors-Forest Hills Neighborhood Association (FAN-FH) through use and application of the Code.

The public hearing notice is available in the "Public Records" file.  The staff report will also be available in the "Public Records" file ten days prior to the hearing.
