During November-December 2016, the Forest Highlands Neighborhood Association (FHNA) Board surveyed Forest Highlands’ residents and property owners to solicit opinions on development and neighborhood character, and to gauge neighborhood support for potential zoning changes. They received responses from 239 residents and property owners-representing about 28% of the neighborhood. Of these respondents, most (89%) said they would support zoning changes “that would preserve current character, increase the minimum lot sizes, and increase setbacks between new homes.”
Based on the survey feedback, the neighborhood association has made it their top priority to preserve larger lot sizes in the interior of the neighborhood and provide greater consistency in zoning across the neighborhood. Additional changes to offset the density reduction are being explored along Country Club Road, an arterial road and the neighborhood’s southern edge with high volume infrastructure.
The City is helping the FHNA to analyze zoning options, and to present their proposal to the neighborhood for feedback. Any change in zoning would require a public hearing with the Planning Commission, followed by a public hearing with the City Council, who will consider the Commission's recommendation and make a final decision.

The Commission received a final update on the proposed amendments prior to the public hearing which is tentatively scheduled for January 2018.

UPCOMING NEIGHBORHOOD MEETINGS
In October, the Forest Highlands Neighborhood Association is holding meetings with property owners to get input on potential zoning changes. Invitations are being mailed the end of September for the following upcoming meetings:
Tuesday, October 17
For owners of property with R-7.5 zoning designations, to discuss potential change to R-15 zoning
7:00-9:00 p.m.
Lake Oswego Adult Community Center, 505 G Avenue
Thursday, October 19
For owners of property along east portion of Country Club Rd, to discuss potential change to medium-density zoning
