PP 19-0006: Citizen Involvement Guidelines - Amendments
The Planning Commission/Commission for Citizen Involvement (PC/CCI) began a comprehensive review of the Guidelines in June of 2018. This included several PC/CCI work sessions, coordinated public outreach, and the use of Focus Groups to gather input and brainstorm improvements to the City’s existing citizen involvement program. Work Plan
The Commission will continue work on implementing updates to the Citizen Involvement Guidelines (CIG) and amendments to the Community Development Code (CDC) identified in their 2018 review. It is anticipated that the process will take approximately 10-months:
- Planning Commission Work Session to approve Work Plan for updates to Guidelines and other Citizen Involvement Goals – June 10, 2019. ✔
- Research and information gathering to compare Guidelines with current City practices – July/August 2019. ✔
- Provide a project update at the Mayor’s Meeting with Neighborhood Association (NA) Chairs (Inform and Involve NAs) – July 20, 2019. ✔
- Planning Commission Work Session to discuss inconsistencies between the Guidelines and current City practices, and to consider options for updating the Guidelines – August 2019. ✔
- Convene Neighborhood and Builders Focus Groups to provide feedback on options for updating the Guidelines – August/September/October 2019. ✔
- Attempt to include new participants in the Focus Groups to facilitate a more inclusive process.
- Refine previous recommendations that resulted from outreach efforts in 2018.
- Follow-up on any issues that were not sufficiently addressed in previous discussions.
- Review concepts for amending the Community Development Code (CDC) to implement recommendations relating to the development review process.
- Plan on 2-3 rounds of meetings with each group, as needed, and consider convening a roundtable with participants from both groups in final meeting.
- PC/CCI Work Session to discuss Focus Group recommendations – October 2019. ✔
- Review of preliminary draft updates to Guidelines and CDC amendments – January 2020.

Planning Commission public hearing on proposed updates to the Citizen Involvement Guidelines and CDC amendments – February/March 2020.
- City Council study session (as needed) and public hearing – April/May 2020.

On Monday, March 9th, the Commission will review draft updates to the Citizen Involvement Guidelines, consider community input, and provide direction on suggested revisions to the draft prior to the public hearing.
