PP 22-0002: Community Development Code Amendments Related to Nonconforming Development in Residential Zones
The Planning Commission is reviewing the Middle Housing Code Advisory Committee recommendation that the City redefine “demolition” and review the Development Code as it relates to demolition of nonconforming developments. This recommendation came from a concern that demolitions will continue to increase as the supply of vacant land is depleted, and as middle housing is allowed under House Bill 2001 (HB 2001), and that the current definition does not do enough to maintain neighborhood character and livability when residences are remodeled and expanded.
This effort is based on the City Council goal to “Conserve the community’s quality of life by planning for change and growth”, and specifically, the Council Initiative, to “Adopt codes that comply with HB 2001 that are consistent with the community’s sense of place, neighborhood character, and livability.” Although updating the definition of demolition is not a required element of HB 2001, it is consistent with direction provided by City Council on December 21 to review the definition of demolition.
