PP 25-0001: Rezoning for Housing
The Rezoning for Housing Project is intended to create a basis for Zoning and Comprehensive Map Amendments in certain commercial, mixed-use, or non-residentially zoned areas of the city to allow for greater residential density and better address the City’s housing needs. It will identify focus areas and analyze them to determine appropriate upzoning scenarios. This effort will implement the ‘Rezoning’ component of the City’s Housing Production Strategy (HPS) and address the City’s requirements under ORS 197A.100.

Rezoning Report The City and Consultant will compile all Project findings into a unified Draft Report, which will be provided to decision makers to inform choices about Zoning Map or Community Development Code amendments. |

Zoning Map and Community Development Code Amendments City staff will recommend amendments to the Zoning Map and the Community Development Code, if needed, to decision makers (the Planning Commission and City Council), based on the findings of the Rezoning Report and feedback from residents, other stakeholders, and decision makers. The City Council will decide on any final amendments to the Zoning Map or Community Development Code. |
