LAKE OSWEGO –

On Saturday, December 30, 2023, at about 5:17 A.M., a Lake Oswego police officer tried to stop a vehicle for traffic violations on Country Club Road at Heathrow Lane. The driver continued to drive at or below the speed limit west on Country Club Road, failing to stop for the officer’s emergency overhead lights and siren.

Other officers were clearing from another call in the area and were able to set up spike strips in the path of the vehicle to deflate one or more tires to hopefully force the vehicle to stop or prevent the vehicle from driving at excessive speeds. The spikes deflated a tire and the vehicle continued to drive for a short time before stopping at a red light on Boones Ferry Road at Oakridge Road. Officers quickly pinned the vehicle in place to prevent it from driving further, and they started giving commands to the driver to exit the vehicle.

Officers attempted to negotiate with the driver and he refused to get out of the vehicle. Officers removed him from the vehicle and had a short struggle with him before they were able to place him in handcuffs. Sixty-year-old Keizer man, Darrin Kang, was evaluated at the scene by medical personnel and, due to a medical condition taken to a local hospital for evaluation and later lodged at the Clackamas County Jail for Driving Under the Influence of Intoxicants, Resisting Arrest, and Fleeing or Attempting to Elude a Police Officer.

Officers received assistance from the Clackamas County Sheriff’s Office, Gladstone Police, Milwaukie Police, and Tualatin Police, including a member of the Clackamas County Interagency Crisis Negotiation Team (CNT).

We appreciate the assistance of our partner agencies and are thankful we were able to take Mr. Kang into custody with only minimal force.
