Barricaded Suspect Arrested After Standoff

LAKE OSWEGO – On Friday, December 1, 2023, at about 9:48 A.M., Lake Oswego police officers responded to the 10000 block of Crestline Drive after a contractor called the police when he saw an unknown man in the vacant house where he was supposed to be working. He told the dispatcher that no one was supposed to be in the house.

When the officers arrived, they also saw the man through the windows and recognized him as 37-year-old Gresham man, Devon Shillingford. They knocked on the window to get his attention and try to get him to come outside, and the man ran into a back bedroom, where he started barricading the room. At one point, Officers saw that the man had armed himself with a machete.

Officers requested assistance from the Clackamas County Sheriff’s Office SWAT team, and they responded to the scene, along with the Clackamas County Interagency Crisis Negotiation Team (CNT).

While waiting for additional resources to arrive, the officers learned that Mr. Shillingford had multiple outstanding felony warrants for fleeing to avoid prosecution out of Multnomah County, failing to appear for multiple identity theft charges out of Washington County, and for retail theft out of the State of Washington.

Eventually, CNT was able to convince Mr. Shillingford to come out of the house peacefully, which he did. He was then taken into custody for the outstanding warrants without incident and later lodged at the Clackamas County Jail.

This was great teamwork by all and we are very thankful that the skilled negotiators were able to convince Mr. Shillingford to give up without us having to use any force and without anyone being injured.
