E-Bike and Micromobility Device Information

The City of Lake Oswego is evaluating updates to city ordinances in response to the rapid growth of the use of e‑bikes and other micromobility devices. Increased use has raised safety concerns for riders, pedestrians, and the broader community. Recent changes in Oregon law, including HB 4007, will lower the minimum operating age for certain devices from 16 to 14 in 2027, a shift that is expected to bring even more users onto City streets and sidewalks.

Local education campaigns have helped raise awareness but have not measurably reduced unauthorized or unsafe use, prompting many communities—including Lake Oswego—to consider more formal regulation. The City of Lake Oswego is considering ordinance 2980, which proposes adding clear definitions, rules for where devices may be operated, guidance on safe versus unsafe operation, and accountability for device owners who allow misuse. The goal is not to ban devices, but to ensure they are used responsibly and safely in public spaces.
