On August 13, 2026, at approximately 10:50 p.m., a Lake Oswego Communications (LOCOM) dispatcher monitoring the City of Lake Oswego’s security cameras observed three males damaging cameras at Roehr Park, located at 350 Oswego Pointe Drive.

Lake Oswego police officers immediately responded to the park and located several damaged cameras, with the total estimated damage exceeding $4,500. Although the suspects were no longer at the park when officers arrived, officers documented the damage and continued to investigate the incident.

On September 1, 2026, the same LOCOM dispatcher recognized one of the suspects on camera at Roehr Park and immediately dispatched officers to the area. Officers responded and located the suspect, who was identified as 24-year-old Duncan Rumsey of Portland, Oregon.

Rumsey was taken into custody and lodged at the Clackamas County Jail on the following charge: ORS 164.365 – Criminal Mischief in the First Degree, Class C Felony

The investigation remains ongoing, and additional charges may be filed.

This case is an excellent example of the important role our LOCOM dispatchers play in public safety, as well as the responding officers for their quick response and thorough investigation.
