Police Make Arrests Related to Human Trafficking in Lake Oswego

LAKE OSWEGO – In July of 2023, Lake Oswego Police detectives discovered what they believed to be an illicit massage business in Lake Oswego. The business, operating under the name of Flora Spa, purported to be a legitimate massage business, but detectives developed information that the business was a front for prostitution.

During the course of the investigation, detectives learned the spa and several people involved in the operation of the business were involved in a multi-jurisdictional trafficking operation, with suspects in multiple states.

Throughout the investigation, LOPD Detectives have collaborated with several other law enforcement agencies and learned Flora Spa fit a pattern similar to other Sex Trafficking networks. These networks commonly exploit women from other countries and use front businesses to disguise prostitution in plain sight.

Human Sex Trafficking is the crime of using force, fraud, or coercion to induce another individual to perform sexual acts for money. Through this investigation, detectives identified at least 10 women compelled to work at Flora Spa who are believed to be victims of Human Sex Trafficking.  Detectives have worked with advocacy groups to ensure the victims are provided with the support and services they need.

This investigation culminated in the execution of multiple search warrants and suspects arrested. We are grateful for the cooperation and teamwork from the multiple law enforcement agencies who helped conduct this operation.

The following suspects have been charged with crimes related to Flora Spa, including Promoting Prostitution.

The investigation of the illicit massage business is ongoing as detectives continue to contact subjects identified as receiving services at the location. The police department is looking at strategies to help prevent this type of illicit massage business from opening in Lake Oswego in the future.
