Two Stolen Vehicle Suspects Arrested After Early Morning Search
On Tuesday, April 30, 2024, Lake Oswego Police arrested two suspects who had just stolen a vehicle from the Oswego Bay Condos on Jean Road, in Lake Oswego.
The incident started just after 5:30 A.M. when a caller reported that their gray Lexus had just been stolen. The caller told dispatch that his work van had also been broken into and he saw the Lexus and a van leaving the area together. Officers developed information that led them to the area of Lake Haven Drive and Cobb Way, where they found the Lexus in the middle of the road. A detective saw the female driver of the stolen Lexus run from the car and leave the area in the stolen van.
Officers found the van abandoned in the middle of the road on Alder Circle off South Shore Boulevard and called in additional units to assist with a search. A Lake Oswego Police K-9 team searched the area while a drone operated by a Milwaukie Police Officer watched over the area from above using a thermal camera to help direct them and keep them safe. The K-9 team found the male suspect hiding under a furniture cover in a back yard on Alder Circle and he was taken into custody without incident. They continued their search and found the female hiding under a deck, covered in a tarp, in a different back yard. She was also taken into custody without incident.
30-year-old Victor Delgado-Soto from Salem was arrested for the following charges:

- ORS 164.272 – UEMV – A Misdemeanor
- ORS 811.540 1B – Elude on Foot – A Misdemeanor
- ORS 161.450 2D – Conspiracy – A Misdemeanor
42-year-old Hortencia Lozano-Rangel from Woodburn was arrested for the following charges:
- ORS 164.135 – UUMV – C Felony
- ORS 164.272 – UEMV – A Misdemeanor
- ORS 811.540 1B – Elude on Foot – A Misdemeanor
- ORS 161.450 2D – Conspiracy – A Misdemeanor
