Additional Recycling Collection Services License
City of Lake Oswego Ordinance 2956 requires that businesses providing curbside collection of certain materials for recycling or reuse are required to obtain an Additional Recycling Collection Services License to operate in Lake Oswego. Businesses must also obtain a Lake Oswego Business License.
The City has an exlusive franchise agreement with Republic Services for the curbside collection of solid waste and recyclable materials in Lake Oswego. Additional Recycling Collection Service is defined as the collection and transporting of certain source-seperated materials for recycling or reuse that are not identified as suitable for curbside commingled collection in the uniform statewide collection list (ORS 459A.914), and are not collected by the City's solid waste franchisee through standard on-route service.

- If you are not able to apply online, please call 503-635-0291 to request a paper application to be mailed or made available for pick-up at Lake Oswego City Hall.
New licenses are in effect for the full twelve months after the month of initial issuance, then they are renewed annually thereafter. The annual license fee is $500.
Reporting Requirements
Businesses must submit bi-annual reports to the City including the following information on services provided in the previous six-month period:
- List of the types of recyclable and reusable materials collceted from customers along with a list of any additional recyclable materials approved as part of the initial application which the license holder no longer collects
- Total amount by weight of each type of material collected
- Name and location of the facility where each type of additional recyclable material was proceesed and the method used (reuse or recycling)
- Total number of Lake Oswego customers served
- Number and type of vehicles used for collection services in Lake Oswego.
