PP 24-0004: Mandatory Adjustments Related to Housing Production - Senate Bill 1537

Senate Bill (SB) 1537 was adopted by the Oregon State Legislature in 2024 and signed into law on May 6, 2024. The bill offers a menu of tools that will provide the support needed to ease Oregon’s housing and homelessness crisis, and help communities thrive. SB 1537 includes a process to require cities to approve certain state-mandated housing land use adjustments if conditions and criteria are met. The city has applied for an exemption to this process.

Emerald Ash Borer

Emerald ash borer is a beetle that was first discovered in the U.S. in 2002. While the emerald ash borer has not been detected within the City of Lake Oswego, it has been detected in Clackamas County as well as Washington, Yamhill and Marion Counties. These counties are currently under quarantine. Quarantine prohibits materials from all plant parts of ash, white fringetree, and olive trees from movement outside these counties.

PP 22-0005: Housing Needs and Production Strategies

An updated Housing Needs Analysis was adopted in October 2023, providing a forecast of Lake Oswego’s housing needs over the next 20 years. The City has since begun to analyze potential strategies to meet those needs as a part of its Housing Production Strategy, which must be adopted by the end of 2024.

PP 22-0001: Citywide Parking Reform

On March 10, 2020, Governor Kate Brown issued Executive Order 20-04, directing state agencies to reduce climate pollution. In response, the Oregon Land Conservation and Development Commission (LCDC) adopted rules in 2022 requiring that cities in the state’s eight metropolitan areas, including Portland Metro, update their comprehensive plans and development regulations to reduce greenhouse gas (GHG) emissions.

Backyard Habitat Certification Program

The Backyard Habitat Certification Program provides technical assistance and incentives to Lake Oswego residents who wish to restore native wildlife habitat in their backyards. Participants are guided through three levels of habitat restoration: silver, gold, and platinum.

Heritage Tree Program

NEW! Heritage Tree Preservation Grants: To support the long‐term preservation of designated Heritage Trees, the City is offering grants to assist property owners with costs of Heritage Tree care and maintenance services performed by qualified tree care specialists. Heritage Tree Preservation Grant funding may be used to diagnose, treat, manage and care for designated Heritage Trees. Download the application form for more information.
