Police Make Additional Arrest In Human Trafficking Case

LAKE OSWEGO – In July of 2023 Lake Oswego Police detectives discovered an illicit massage business in Lake Oswego, operating under the name of Flora Spa. During the course of their investigation, detectives learned the spa and several people involved in the operation of the business were involved in a multi-jurisdictional trafficking operation, with suspects in multiple states. They executed multiple search warrants and arrested two suspects related to this case on Wednesday, January 31, 2024.

On Monday, February 5, 2024, detectives continued to investigate this case and they arrested a third suspect and executed an additional search warrant.

Detectives arrested 46-year-old Zewu Hu at his home in Portland for the charge of Promoting Prostitution (ORS 167.012). He was later lodged at the Clackamas County Jail.
